As provided in General Comment No.1 for the Convention on the rights of persons with disabilities（the CRPD），CRPD does not intend to create any new rights，but aims at ensuring that persons with disabilities can enjoy all the existing human rights on an equal basis with others.It can thus be argued that combating discrimination and promoting equality in disability context is one of the main purposes of CRPD.This paper will start with the definition of “discrimination” as provided in CRPD，and analyze the term “discrimination”，as well as its development with reference to anti-discrimination laws and practices at regional and domestic level.
