This paper analysis and summarized the Shanghai Changning District volunteer service work that focusing system and brand building，using the latest information technology，consummate the incentive safeguards，develop and expand the voluntary service culture and other innovative initiatives，it also analyzed the excessive administrative intervention in volunteer work，social development capacity is not strong，low degree of specialization and other issues.
