Elderly needs assessment system is the basic work to build a fair，efficient and orderly pension service system. The assessment system for elderly care needs is aimed at setting an unified standard which the elderly can get health care service without going to different care service agencies to apply for care service respectively. This assessment system is not only to integrate different systems of several departments，but also integrate care service resources offered by different departments. The system will establish the elderly long-term care system，co-ordinate resources of community home endowment，institution endowment and aged care hospital. Meanwhile，it will form a unified pension services management information platform and gradient old-age subsidy policy. Shanghai government is planning to construct “clear division of responsibilities，gradient connection，mutual referral，fair queue” social endowment service system，with the purpose of realizing the basic care for the elderly needs and professional services and reasonable matching，ensuring that the limited basic public services can be efficiently used.
