本文对上海“十二五”期间的就业形势进行了回顾,对就业总量、就业结构、就业人员、重点失业对象以及上海促进创业与就业的主要举措进行了分析总结。在“十三五”期间,上海仍将面临就业总量矛盾与结构矛盾,高学历人才过剩和高技能人才短缺并存的问题,海派文化缺乏创新创业精神以及互联网时代用工形式与传统的就业保障不相适应等问题。针对这些可能遇到的问题,本文提出了完善就业保障体系,转变就业服务模式,借力海外高层次人才,整合创新创业资源,完善就业监测指标,优化维权执法方式等对策建议。

In the period of 13th Five-Year Plan,Shanghai will face the problems of gross and structure in employment,will undergoing contradiction between highly educated talent surplus and shortage of skilled employment. At the same time,Shanghai culture seems lack of innovative entrepreneurial spirit,the traditional job security does not fit the era of the Internet will also puzzling the government. Aimed at these problems,this paper find some suggestions such as perfect the job security system,change the service mode of employment,transform the service mode of employment,thanks to the overseas high-level talents,integration of innovative entrepreneurship resources,improve the monitoring indicators of employment,countermeasures and so on.
