This paper analysis the children of migrants population’s education in large cities backgrounds that been control，through three areas of Shanghai’s survey.

In recent two years，Shanghai control the enrollment scale of children of migrants’ population and the scale of students through strength residence management，strict admission control，control illegal running school，but still exist outstanding issues that facing a large amount of educational resources needs，uneven distribution，private primary has difficult to maintain. It need to further strengthen the residence management，increase education resources zone configuration，make efforts to improve the quality of private primary schools and other measures，resolve the issue of education of children of foreign population properly.
