Facing new situation，tasks and issues occurred in the Reform of State-owned Enterprises，CPC released “Decision of the CCCPC on Some Major Issues Concerning Comprehensively Deepening the Reform on the Third Plenary Session of the 18th Central Committee，which points out to allow enterprise employee’s stock ownership in mixed ownership economy. In the process of Sichuan Provincial Government issuing specific regulations and giving guidance instruction，based on the essence of this “Decision” and the Central Economic Working Conference，employee stock ownership in mixed ownership economy is an important part in adjusting and optimizing ownership structure，in actively develop mixed ownership economy. This article makes depth investigation from every aspect，sums up past successful experiences and existing problems，proposes a series of policy recommendations for enterprise employee stock ownership.
