The development of private enterprises’“Going-out” is the engine of economic transformation and upgrade of Sichuan province. The “Going out” strategy for private enterprises is restricted to their self-quality，domestic mechanisam and system，policy obstacles and environmental constraint from host country. In order to promote the “Going out” strategy，comprehensive measures should be taken from the strategic height to manage overseas investment of private enterprise，to improve tax and financial supporting policy system，to innovate financial support，to improve convenience level，to strengthen construction of service platform，to cultivate entities，to strengthen ensurance of human resource，and to set up sharing mechanism for risk prevention and control.
