In the Eco-economic Zone of the northwest region of Sichuan，although the economic development has achieved great success during the period “12th five-year plan”，but the overall development is still lagging behind，and there are a lot of problems. During “13th five-year plan” period，its economic development face many opportunities and challenges，such as arduous task about stable growth，transfer mode，adjust the structure，tamping foundation，improvement of people’s livelihood，and ultimately realize the spanning development. We must clarify the ideas of development. During the “13th five-year plan” period，it is expected that the economic development will appear the trend of stability at first and rise soon. The development of the NPSOE will be accelerated，and maintain the healthy development in agriculture，fluctuating industrial growth，and hydropower industry and tourism will play key role. Service industry will become a new growth point，and rural residents’ income will increase dramatically，the income gap between urban and rural residents will be further reduced.
