Since the “reform and open”，the alleviation of poverty has achieved a great success. Public cultural service system construction in poor areas，however，remains unsatisfactory and that，restricts sustainable development of the area. This report analyses achievements and problems，and thereby proposing that reaching or closing poor areas public cultural service system construction to national average for targeted measures that the government pushes minimum guarantee and unconventional means，before market failure and cultural consumption lag.
