There is always a natural conflict between government’s limited financial ability and people’s endless cultural demand. To achieve an equalized standardization of public cultural service at all levels of official departments，rigid constraints with clear and specific protection guidelines for basic public cultural service are required. The development of national-level protection standards is the prerequisite for promoting equalized standardization of public cultural service as it clarifies the corresponding service responsibilities of various official departments. This will further facilitate the establishment of institutionalized and standardized constraints，which will help achieve the best performance of public cultural services in an organized manner.
