The construction of public cultural service system consists of public culture，public services and public cultural service system. The development and evolution of these three basic notions reflect the “down” and “focus” of the national cultural horizon and the deepening understanding of culture. In the process，strategy and policy of supporting system construction should adjust according to the different development phases，in different historical stages，there are different targets pattern and reform strategies. At present，Chinese society is in the midst of a comprehensive reform，should be in accordance with the requirements of modernity，implementing the culture operation model of “government guide，market operation，society participation and sharing”.
