Reform of non-governmental organizations is gaining its value in the deepening of the administrative system and social system reform. Based on questionnaire surveys of different social groups and exploratory reforms of Guangdong’s non-governmental organizations in recent years，this dissertation analyzed the dilemma that non-governmental organizations had difficulties involving into the modern social governance，proposed an idea that non-governmental organizations’ character of society should be strengthened and its character of solid service provider should be weakened and defined non-governmental organizations as non-profitable societies which have main functions of central guide，cohesion and social integration.
