Considering the number and quality，the regional distribution，the development of various types and cooperation mechanism of think tanks in China all have deficiencies remained，this paper proposes to innovate the China reform think tank （Alliance） to promote think tanks’ participation in the deepened comprehensive reform，to improve think tanks’ to reform ones，to strengthen comprehensive cooperation among regions，to explore entities of cooperation and to form an internal organic ecosystem.
