Civil rights is an important basis for modern theories of social welfare，and it is one of the key elements of theory that it takes social welfare to advance the levels of rethinking theory from practice of social policy and institution. It becomes a basic tendency of modern thoughts of welfare on the value as well as political and moral basis of welfare states，talking over development about social welfare around civil rights，and taking it to achieve as civil rights. However，liberal theory of anti-welfare state takes criticizing civil rights and treats it as critique to the basis of theories of welfare state. For this reason，this paper believes that it will be significant for us to understand welfare problems of modern society，to develop theory study of Chinese social welfare，by analyzing thought of civil rights.
