北京及周边地区在2014年APEC会议期间采取大量措施治理空气污染,使空气质量得以改善。北京市的官方评估显示,APEC期间所采取的各项措施使各项污染物平均减排50%,而空气质量比不采取措施的情况下改善61。6%。“APEC蓝”带来的启示表明,空气污染是可防可控的,但是长期改善空气质量不能靠短期手段,需要长效措施,经济增长方式的转变和强有力的执法监管尤为重要。治理空气虽然有成本,但是清洁空气与经济增长的双赢是可以实现的。要使“APEC蓝”变为“常态蓝”和“中国蓝”,中国需要做到以下几点:完善法规基础,强化执法监管;建立完善的政策框架和管理系统;强化科学决策以及地方政府的实施能力;充分发挥经济和市场手段的作用;更加强化环境信息公开和公众参与。
<<A lot of measures against air pollution were taken in Beijing and its surrounding areas during the Asia-Pacific Economic Cooperation(APEC)meeting in 2014,leading to better air quality. The term “APEC Blue” coined by local residents has since become a political commitment of the Chinese leaders and hence is significant for action against air pollution in China. With the aforementioned measures,the emissions of various pollutants were reduced by 50% on average during the APEC meeting,and air quality was 61.6% better than usual,according to official assessment by the Beijing municipal government. “APEC Blue” has revealed that air pollution is preventable and controllable. Nonetheless,long-term air quality improvement cannot rely on short-term measures but requires long-term ones,especially a change in the pattern of economic growth and a powerful law enforcement. Action against air pollution comes at a cost,but a win-win situation of clean air with economic growth is achievable. For “APEC Blue” to become “Normal Blue” or “China Blue”,China needs to:improve legislation and enhance law enforcement;build a complete policy framework and management system;enhance scientific decision making process and local governments’ abilities to implement relevant decisions;make full use of market-based instruments;enhance environmental information disclosure and public engagement.
