在打造标准化建设、规范化管理和精细化服务的养老服务模式的过程中,安徽省静安集团根据不同的社会需求,提出了满足中高收入老人服务需求的“五条措施”,创新了“三种养老服务模式”。同时在其过程中,倡导“孝”的理念,实行长辈参与式管理,实现老有所医,健康养老。所以安徽省静安集团全力打造人性化服务、规范化服务和个性化服务。在运营实践中,静安集团也遇到一些亟待解决的困难和问题:资金短缺,融资难、贷款难是制约民办养老机构发展的瓶颈;国家有关养老机构的优惠政策在执行中难落实;人才缺乏是养老机构的发展难题;医疗护理保险制度和责任保险制度未落实。
