Recent years，society organizations in Anhui developed rapidly and also played a positive role，but the problems such as small body mass，uneven，identity and other issues directly restricted the healthy development of social organizations. The findings search the factors which restricted the development of power from the objective and subjective perspective，learn from the experience of foreign countries and propose the conclusion that power stems from itself，but also need to stimulate the outside world. Therefore it needs to cohesive consensus，physical fitness and develops positive energy savings. Also it needs to the plastic environment，and create a new platform for supporting development.
