This report shows that business executives，government officials andvillagers lived in Wongjiaqiao Village，Huangshan District，Huangshan City，were interviewed，and complemented collecting and analysising government and company data. The report first described basic overview of the land transfer in Wongjiaqiao Village and profiles of Longyi company；secondly，it analysised the assistance offered by the government for projects；then it specificly analysised the local changes due to Longyi company，namely he project carred out benefits on the villagers and government；and finally it analyzed the problems faced by government，farmers and businesses in the process of the Longyi project and proposed solutions related strategies and methods.
