Health Reform is a major initiative that aimed at alleviating the difficulty of people’s medical treatment and price to move everyone access to basic health services by CPC Central Committee and the State Council. Anhui provincial government treated health reform as a major livelihood project，development project and responsibility project. They set up a strong organization，promoted the system，adjusted the expenditure structure，increased financial input and actively explored the “linkageof three institutes” reform. And those are the first implementations that are the comprehensive reform of the grass-roots medical and health system in the country with bidding and purchasing drugs at the provincial，and public hospitals reform comprehensively，that are efforts to provide people with safe，effective，convenient and affordable medical and health services.
