本文对2014年的新媒体管理政策进行了梳理,分析其变化、性质与趋势。笔者发现我国的新媒体政策出现了重视媒介融合、版权、文化安全等新的举措,继续打击清理有害信息、不规范的营销活动。同时移动即时通信工具、视听APP、新闻客户端等新兴媒介形态成为重点治理对象。我国传媒规制的主体进行了重新整合,运动式治理依旧是主要治理方式。在未来的新媒体治理中,应当更注意政策的整体性、持续性、透明性,保护市场主体的权利而非一味限制权利。
<<This paper carding the 2014-2015 New media management policy,analyzing the changes,nature and trends. It is found that China’s new media policy appear to value media convergence,copyright,cultural security and other new initiatives,and continue to fight against and clean up harmful information,nonstandard marketing activities. Meanwhile,the Mobile instant messaging tool,audio-visual APP and news APP become the focus of management objects. Subject of media regulation in our country has been re-integration,campaign-style governance is still the major governance pattern. In the future governance of the new media,we should pay more attention to the integrity,sustainability and transparency of policy,to the protection of market players rights rather than blindly limiting rights.
