This chapter defines the concept of public service system for youth sport，elaborates its development goals，and analyzes its development contents from the following five aspects：supply system，product system，object system，operation system and resource allocation system. Based on the definition，this chapter gives some suggestions on improving the policy guarantee system and setting up an innovation mechanism to establish public service system of youth sport.
