Rule by law is a great new undertaking led by the Communist Party of China，a macroscopic standardized governance，a scientific management and an inevitable choice for modern national governance. As another expression for “managing state affairs according to the law”，the nature of rule by law is to realize legalization of national governance. This article focuses on discussing how to realize innovation of Chinese management with the improvement and standardization of legal construction and how to promote positive actions from government and enterprises under the requirements of legalization and modernization of national governance，etc.
