Since the Third Plenary Session of the 18th Central Committee，the CPC Central Committee and the State Council have strengthened the top level design on the innovation of cultural systems and mechanisms，and launched a series of reform measures. Although the China’s cultural construction has made great achievements，there are still some problems in the cultural system. These problems are specifically expressed as the weak cultural legislation and law enforcement，the lag of cultural administrative management system and the reform of state-owned cultural asset management system，the existence of administrative monopoly，compartmentalization and regional barriers of the cultural market，the weak overall strength and international competitiveness of the cultural industry，the imperfect modern public cultural service system，and a certain distance to achieve the equalization of goals. Therefore，we need to constantly improve the innovation of cultural management systems and mechanisms. <<
