From 2013 to the end of March of 2015，two decisive conferences which are the Third Plenary Session of the 18^th CPC Central Committee and the Forth Plenary Session of the 18^th CPC Central Committee were held，and they brought new issues and new plans. According to the conferences，the road to governing the country by law is long and hard. From legal perspective，the main content are about power restriction and the market economy. We should focus on the phase of legislation，law enforcement and justice，make our efforts on fiscal and taxation system reform，ecological environment protection system reform and rural land system reform. During this procedure，we should stick to the leadership of the Communist Party of China and adhere to the law administration. At the same time，we must respect the Constitution and guard the human rights. <<
