Since China’s reform and opening to the world，China has been gain a huge success，but in the other hand，the contradiction of unbalanced，uncoordinated and unsustainable exposure and accumulate constantly，thus，the development faces many new difficulties and new challenges in new period. the Third Plenary Session of the Eighteenth Central Committee of the CPC has passed a resolution to comprehensively deepen reform，it planed China’s reform and development overall for the future. From 2013 to 2014，comprehensive and systematic reform had been made in various fields，such as economic，political，cultural，social，and ecological civilization and the construction of the party，and achieve significant results in the development of the socialist system with Chinese characteristics，promoting the modernization of national management system and management ability. But view to the practice of reform，the deeper the reform promote，the wider the scope expand，the more difficulties and problems come into being. To ensure the reform striking roots，each of the reform task should be planned scientific，the focal points should be stood out，make the the object is in focus，and adhere to “Four Comprehensives”，unified the thought of the whole society to reform；Refer to the reform experience in the past 30 years，improving the efficiency of reform；Create a good environment for the reform and promote people’s confidence to reform；Focusing on the cadre troop construction to improve the execution of reform；With the system construction as the core，perfect the systems and mechanisms in reform and development；taking the policy implementation as a base，improve the effect in policy implementation；Reducing the delegate for the gripper，give full play to the decisive role of the market economy；Approaching overall coordination method，to improve the coupling of the reform；improving people’s livelihood and enhance the reform can benefit the masses；Reform value orientation，with more courage，drive comprehensive reform breakthrough difficulties，and ensure the reform deepening.
