Rapid development of Chinese economy leads to its high carbon emission. It is a huge mitigation challenge in the 12th Five-year Plan. The problems of low-carbon development in China include unawareness of the important of mitigation,imperfectness of carbon policies,Financing Gaps and lack of capacity. Some suggestions are to set up long-term expectation on emission reduction,to develop market-based policies such as ETS,to improve subsidy policy,to formulate green credit and to establish renewables obligation. <<
