From the connotation,development mode and mutual relations of low carbon city and low carbon economy,we do in-depth research and analysis on the heating present situation,energy-saving effect,energy saving and emission reduction in Beijing. According to the nature,characteristics and requirements of the heating energy saving and emission reduction work,we propose guiding ideology,principles and objectives of the Beijing heating energy-saving emission reduction working,as well as the implementation of heating energy saving and emission reduction countermeasures,look forward to the reference and enlightenment for the governance of Beijing atmospheric environment,improving the quality of city environment,conserving energy and resources,and the development of low carbon economy,building a low carbon city. <<
