Because of differences in economic and social levels and the price levels,the nominal rural minimum subsistence guarantee among the districts and counties of Beijing demonstrate great discrepancies. The analysis using the allowance-consumption ratio shows that though the nominal rural minimum subsistence guarantee of the districts of Chaoyang,Fengtai and Haidian in New Expanding Areas of Urban Function of Beijing are higher than those of the other districts and counties in New Urban Development Areas and Ecological Development Areas,the intensities of the higher nominal rural minimum subsistence guarantee of the former are weaker than those of the latter. The quadrant analysis about the intensities of the rural minimum subsistence guarantee reveals that though the level of economic development of Fengtai District is comparatively lower,it shares the same level of nominal rural minimum subsistence guarantee as the richer districts such as Chaoyang and Haidian. According to the result of this paper,the adjustment mechanism of minimum subsistence guarantee should be constructed dynamically and be adaptive to the levels of economic development and the prices in the different districts and counties of Beijing in order to achieve the scientific and fair minimum subsistence guarantee standard for the residents.
