With the procedure of urbanization,more and more people flooded from the countryside or small towns to the big cities and from the under-developed western parts to the eastern developed regions. This caused a more and more obviously problem: the allopatric university entrance examination. Some outstandinguniversities have a higher rate of enroll for the local high school students,so allopatric university entrance examination is demanded,thus caused the competition with Beijing high school students. Then the design of policy should involve not only technical problems and enrolling or educational resources problems but also educational system and household register policies. In order to promote the education equality,we should take account of all of the above aspects under the city planning of Beijing,and deal well with the division of resources. <<
