Along with the in-depth implementation of the scientific innovation strategy and the innovation-oriented country strategy,higher use efficiency of scientific research fund is vital to China's science and technology development. Managing scientific research fund not only reflects in financial management aspects such as accounting and expenditure control,but also bears functions on optimizing scientific and technical personnel incentive structure,standardizing the coordination of scientific research personal relations,enhancing project implementation and transformation efficiency and guiding training and development of technology talent.
