2015年在经济增速下行的背景下,职工就业态势平稳,但存在新的不稳定因素;职工工资增长明显,但出现新的工资拖欠情况;机关事业单位实施养老保险制度改革,职工基本养老金全国统筹在即;职业安全持续稳定好转,特大事故揭示安全隐患仍广泛存在;劳动争议涨幅增大,劳动争议群体性事件仍处于高位。本文从五个方面对“十三五”时期劳动力红利趋向消失做出展望:劳动力老化;新增劳动力面临少子化冲击;劳动力成本大幅上升;中高龄劳动者早退与青年职工入职年龄推迟现象并存;劳动者权益保障仍有待加强。
<<In 2015,China’s economic growth has experienced significant downward pressure,and the economic structure continues the process of re-adjustment. Meanwhile,the employment situation remains stable. However,unstable factors keep increasing. On the one hand,workers’ wage gradually increases,while the delay of wage payment becomes more frequent. The old-age pension reform of the administrative departments and government-related institutions has been launched,while the overall planning of employees’ basic old-age pension will start soon. The situation of occupational safety maintains at a stable stage. Large accidents reveal the security risks are still widespread. On the other hand,the amount of labor disputes keeps increasing. The amount of collective actions relating to labor dispute has been increasing greatly. The paper carries out analysis on the diminishing demographic dividend from five aspects:aging of labor population,the newly increasing labor’s challenge of few children,rising labor costs,the coexistence of early retirement and the postponement of youth’s labor entrance,and the decrease of labor protection level.
