总体上,目前我国城乡困难人口潜在规模依然庞大,且多为老弱病残和失业人口;健康状况欠佳,医疗支出负担沉重;文化水平偏低,子女教育支出压力大。经济方面,城乡困难家庭收支水平、耐用消费品拥有情况明显低于普通居民,对政府保障性住房措施有相当依赖,家庭抚养压力大,非正式就业现象普遍。社会心态方面,城乡困难群体心理健康问题突出,在贫富问题上持强烈的个体责任观,社会公平与命运掌控感相对较弱;社会参与、社会交往意愿很高,社会信任感强,社会歧视问题在社区层面并不普遍。在政策需求与评价方面,除基本生活保障金外,城乡困难群体在医疗费减免、助学、就业帮扶等基本公共服务与救助方面有重要期盼,这也是申请低保的主要原因;医疗救助与低保相捆绑,受众评价较高,需求较大;享受教育救助的比例较小,效果评价略低。本报告建议以解决医疗、教育和临时性生活困难为重点,强化政策衔接与就业自立,完善救助对象认定和家庭经济状况核对机制,加快建立管理精细化、形式多元化、功能更加积极的综合性社会救助体系。
<<In general,the current difficult population in urban and rural areas in China is still at a large scale,and most of them are the sick,the elderly,the disabled and the unemployed population. For this population,their health condition is not good;and they have the tendency of controlling the healthcare expenditure. Meanwhile,they have low education level,and they face the pressure of their children’s education expense. From the economic perspective,their household income and expenditure level is significantly lower than ordinary people. And with regarding of housing,the government sponsored housing policy is very important to them. They also have heavy household expenditure burden and experience informal employment. Regarding their social mentality,some of them experience problems of mental health. They tend to hold personal responsibility of their condition,and their sense of social injustice and lack of control is relatively strong. Further,they have high willingness of social participation,high social trust,and low social discrimination at the community level. When it comes to policy evaluation and appraisal,other than meeting day-to-day needs,they have strong request of social aid in medical expense,education expense,and job seeking service,which are the reason why they apply for government assistance program. They have high evaluation and needs for medical assistance program coupled with low income household assistance program,while low percentage of request and moderate evaluation are given to education assistance program. The paper emphasizes the need for the improvement of medical and education assistance program,coupled with temporary assistance program. And both government sponsorship and individual responsibility should be strengthened. Meanwhile,how to define difficult population should be studies in order to enhance the management and function of the comprehensive social assistance system.
