为了适应新形势下劳动关系发展的需要,进一步完善企业工资集体协商有关法规,笔者对吉林省企业工资集体协商制度建设与实施的现状进行了调查,旨在为吉林有关立法提供理论支撑和具体制度设计方案。在调研的基础上,本报告归纳总结了吉林省企业工资集体协商在制度建设与实施过程中取得的成效,指出了存在的问题,分析了问题的原因,并根据理论研究成果,借鉴其他省份的立法经验及吉林的实际情况,提出并破解了地方立法中需要重点解决的六个方面的问题。
<<To meet the demand of the development of labour relations under new situation,and to future perfect regulations related with wage collective bargaining system in enterprises,the author conducts a research into the current construction and implementation of wage collective bargaining system in enterprises in Jilin Province. The aim is to provide theoretical framework for legislation and a detailed system design proposal. Based on the research,this paper summarizes outcomes from the system construction and implementation,and reveals problems existing in the system. Causes of the problems are also analyzed. On the basis of theoretical research,this paper learns from legislative practices in other provinces(municipalities and regions),and identifies and solves six major issues in local legislation,in accordance with the specific situation of Jilin Province.
