在经济新常态下,广西的经济社会发展面临新挑战,不仅对广西企业发展提出了新要求,而且对企业高技能人才队伍发展提出了新任务。建设一支强大的高技能人才队伍,是企业发展的生产力。本报告通过梳理现行的广西企业高技能人才队伍建设的政策和措施,科学总结广西企业高技能人才队伍建设成效,客观地认识和分析广西当前企业高技能人才队伍发展存在的主要不足,提出广西企业高技能人才队伍发展的对策建议。主要包括:政府主导培育高技能人才培养的良好社会环境;进一步加大高技能人才培养的投入;完善高技能人才培养体系,加强高技能人才培养机构能力建设;搭建中小企业职业技能培训公共服务平台,突破中小型企业技能人才培训难的瓶颈;建立和完善企业高技能人才的相关政策。
<<In the “new normal” phase of economic development,the economic and social development of Guangxi Province are facing new challenges,not only putting forward new requirements on the development of enterprises in Guangxi,but also assigning new tasks to the development of high-skilled talents in enterprises. To build a strong team of high-skilled talents is the driving force of enterprise development. This paper reviews current policies and measures of high-skilled talents construction in enterprises in Guangxi,summarizes progress achieved in high-skilled talents construction,objectively analyzes major deficiencies of the current high-skilled talents development,and puts forward suggestions and measures on the development of high-skilled talents. Suggestions and measures include:1)remaining the dominant role of government in cultivating a good social environment,increasing the input and improving the training system for high-skilled talents;2)strengthening capacity building of training agencies and establishing public service platform of high-skilled talents training for SMEs;3)breaking the bottleneck of skilled talents training in SMEs,and establishing and improving related policies for high-skilled talents.
