With the implement of national strategies，such as Economy of the Yangtse River，Ecological Economical district of Dongting Lake，Lixian and Jinshi in Changde have owned a higher strategic position. To coincide with the national strategies，Lixian and Jinshi have to spare no effort to build Lizhou city together，which has already been the inexorable trend. The new area in the east of Lixian is close to Jinshi. It is the hub of cities’ integration in Lixian and Jinshi，and the core area of the social and economic development in Lizhou. This paper make the location and target of regional development clear，through the analysis of present situation in the East New District. Then，the article has advanced the countermeasures of development in the East New District，such as space，industry，traffic，trade and so on. Through these measures，the East New District can promote the integration of Lixian and Jinshi. LIzhou will become the central city in the border of Hubei and Hunan，the growth pole in the northwest of Hunan，and the subcenter city in Changde.
