However，there are still the problems of urbanization level，regional differences，urban agglomeration capacity is not high，supporting facilities and other issues. Finally，the paper puts forward the suggestions of promoting the development of new urbanization in Hengyang from the aspects of urban planning，urban and rural industrial development，urban space layout optimization，and institutional innovation.
