Since the promulgation of the "National Guidelines for Medium-and Long-term Educational Reform and Development", the number of non-state/private education institutions steadily increased as a whole and connotation development needs more concerning. When central government issued macro-policies on encouraging and guiding private capitals to the field of education, local governments explored policies on tax relief, teachers' social security, public financial support, etc. In the next period of time, the main tasks contain four aspects: properly handling the dispute on classification management of the non-state/private schools, implementing the preferential policies, strengthening standardized management of non-state/private schools, and coordinating multivariate policies.
