The removing and merging of rural small schools have triggered safety hazards and student dropouts. The existing small-scale rural schools are not optimistic on inadequate funding, difficult conditions and heavy burden of teachers with limited professional growth. The Ministry of Education formulated policies and brought out the plan of "surmount difficulties from the bottom" with focus on teachers at village schools and teaching spots. In order to promote the quality of education and revitalize rural small-scale schools, local governments and non-government organizations tried to improve school conditions, increase teachers' quality and salary and encourage school development with specialties.
