Since April 2009,Beijing has started recruiting college graduates to work in communities all over the city,this has alleviated employment pressure of them and meanwhile provided opportunities to graduates to make contributions to the society and to participate in the daily works of communities. Students worked in Huilongguan district are recognized by all kinds of industries because of their young ages,comprehensive knowledge system,strong political abilities and quick adaption to different jobs. the majority of these workers are still working in the field of public administration and community service who has been assigned to talent pool of social construction. From the initial implementation of the programme,the government of Huilongguan District try to explore a strategic management planning for College social worker,that is student social worker-oriented,systematic designing,integrated arrangement,specialized training,humanism -management which basically realized the objective of the policy of hiring college students to work for Communities.As to the limited condition of the working environment for social workers,administrative mechanism and management model,and problems of the social sense of identity to college students,,low income,poor career paths and other issues,the author of this paper proposed to speed up the streamlining of institutional mechanisms,innovative management of cultivating college students social workers.
