Abstract Under the fast urbanization background of metropolis，the floating population live in the urban and rural areas，resulting in the transformation of community in urban and rural areas. Transformation community exist many governance problems，Beijing has in 2010-2012 concentrated rectification of the 50 key village，remediation in pay huge administrative costs and some of the expected results and has produced “unintended consequences”. After renovation era of urban and rural combination showing four “new normal”，in-depth analysis of the new norm is proposed in this paper to “good governance” instead of “rectification”，in urban and rural areas of Beijing with a community of classification management ideas. <<
