Governing the country by law and managing by law are important strategies for the government of China to transform the government function in the new era. The paper emphatically analyzes the problems existing in Guangzhou’s urban management and administrative execution，and the reasons for them. On this basis，it proposes some suggestions for the promotion and perfection of the reform of Guangzhou’s administrative executive system.
