The good ecological environment is the basis on which Sanya can build an international first-class tropical tourism city. However，with the rapid expansion of the city，the vigorous development of tourism，real estate and other industries，Sanya’s ecological civilization construction is facing unprecedented challenges，such as the surrounding reclamation and the directly discharge of pollution that lead to the marine ecological degradation and the seizure and destruction of resources in urban development and construction. How to take advantage of ecological environment to promote the coordinated development among economic，social and ecological is the key problem for Sanya’s healthy development in the coming period. Therefore，it is necessary for Sanya to firmly establish the “ecological concept of city construction and environmental priorities；classified guidance and partition propulsion；overall planning and highlighting；government guidance and social participation” development philosophy in the ecological civilization construction.
