    国际劳动保障发展现状与趋势

    摘要

    目前,世界经济继续以低于2008年金融危机以前的速度缓慢增长,已产生的就业与社会缺口无法弥补,使失业和就业不足状况重新回到危机前水平,面临的挑战看来和以往一样艰巨,而且当前的局面伴随着巨大的社会和经济风险。据国际劳工组织预测,到2019年全球失业人口至少达到2。12亿人,而2014年失业人口高达2。01亿人;仅2015年全球失业人口就有可能增加300万人。随着全球经济增长缓慢,劳动世界的结构性因素发生了变化,包括人口老龄化和雇主所寻求雇员的技能的变化。全球经济危机后收入不平等现象加剧并将继续下去,这样的趋势损害人民对政府的信任,使社会风险持续加大。

    据国际劳工组织估计,2012年全球仅有27%的工作年龄人口及其家庭享有较为全面的社会保障,而其余73%人口只部分享有或完全未享有社会保障;换句话说,全球大约有52亿人缺乏社会保障。社会保障底线是国家依法建立基本社会保障担保,并由国家法律法规对社会保障权利加以规定。社会保障底线是当今时代发展的必然要求。社会保障底线实现了人人享有社会保障的基本权利,并成为成熟稳健的经济政策的一个重要方面。社会保障底线对减贫、排斥和不平等和包容性增长发挥着至关重要的作用,并增强了政治稳定和社会凝聚力,同时促进了经济增长。

    2013~2014年上半年,欧盟在促进青年就业,加强劳动力管理方面采取了一系列措施,同时,在劳动争议处理机制方面,欧盟部分国家国进行了改革。近年来,金融危机已加快了一些成员国集体谈判分散化和解除监管的进程,但在个别成员国出现了集体谈判再集中化的迹象。总之,集体谈判处于下降趋势。

    Abstract

    The world economy continues to expand at rates well below the trends that preceded the advent of the global crisis in 2008 and is unable to close the significant employment and social gaps that have emerged. The challenge of bringing unemployment and underemployment back to pre-crisis levels now appears as daunting a task as ever,with considerable societal and economic risks associated with this situation. Over 201 million were unemployed in 2014 around the world,and according to ILO projections,At least 212 million global unemployment is expected by 2019,and to increase by 3 million in 2015. As a growth slowdown,structural shifts happened in the work of world,including ageing population and shifts in the skills sought by employers. Rising inequalities by the crisis have undermined trust in government and fuelled the risk of social unrest.

    According to ILO estimates,only 27 per cent of the global population enjoy access to comprehensive social security systems,whereas 73 per cent are covered partially or not at all. In other words,about 5.2 billion people do not enjoy access to comprehensive social protection. Basic social security guarantees should be established by law. National laws and regulations should specify rights of social security. The case for social protection is compelling in our times. Social protection floors realizes the right to social security for all and is a key element of sound economic policy. Such policies play a key role in reducing poverty and inequality,and supporting inclusive growth,enhancing political stability and social cohesion,and promoting economic growth.

    From 2013 to Sep. 2014,EU took a series of measures in promoting youth employment and enhancing workforce aspects,and introduced compulsory procedure for the parties to an industrial dispute. Recently,the crisis has accelerated and accentuated processes of decentralisation and deregulation in a number of member states. But the only two member states opted for re-centralisation of the collective bargaining regimes during the crisis. There is a trend of decline in collective bargaining.
