本报告评估了2004年《最低工资规定》实施以来取得的主要成绩和存在的问题。在此基础上,提出了明确最低工资制度功能定位,明确最低工资标准内涵,完善最低工资标准计算方法,规范最低工资标准程序,加快推进最低工资实施效果评估等方面的建议。
