目前发达国家对国有企业工资分配的主要政策工具有五种:限制、强制、信息披露、所有权限制、政策指引或标准监管。在对我国国有企业工资分配监管政策演变路径、主要内容、主要政策工具和存在的主要问题进行分析的基础上,本文提出我国国有企业工资分配监管的总体思路和政策框架是实施“以提供充分信息为基本理念的工资分配监管”,以管促放,促进国有企业建立完善现代企业制度、促进国家收入分配宏观调控体系的建立健全、促进社会公平正义的实现。在此基础上,本文提出了改进完善国有企业工资分配的政策建议。
<<The regulation on wage distribution in the developed countries has been reviewed in this paper from five aspects,restrictions,mandates,disclosure,ownership restrictions,and policy guide/principle. In this paper,in-depth analysis has been made on the policy transition since 1949,main instruments and problem faced by the regulation of wage distribution of state-owned enterprises in China. This article suggests that the government should build policy framework based on “To enforce regulation with perfect information”. Policy recommendations have been put forward on how to further promote the development of regulation on wage distribution of state-owned Enterprises in China.
