和谐劳动关系创建活动是构建和谐劳动关系的重要载体。和谐劳动关系创建活动开展10年以来,逐步常态化、制度化,覆盖面不断扩大,实效性不断增强,对促进劳动关系的和谐稳定、增强社会和谐基础发挥了积极的作用。创建活动也存在进展不平衡、制度机制尚不完善、激励措施有限且难以落实,以及创建活动社会影响力有限、部分企业参与创建活动效果不明显等问题。未来创建活动还要进一步争取各级党政机关领导的支持力度,以完善创建标准,完善评审和复核程序,强化对参创企业和职工的指导和服务,加大对和谐企业与和谐园区的表彰和宣传力度,进一步完善激励措施,增强可操作性。
<<The Campaign on the Building-up of Harmonious Employment Relations,has been a part of joint actions conducted by the tripartite partners of the Ministry of Human Resources and Social Security,All-China Federation of Trade Unions,China Enterprise Confederation and All-China Federation of Industry and Commerce,aimed at establishing models of enterprises with good practice in employment relations management. Over the past ten years,the campaign has been institutionalized with expanding coverage and influence. However,there are still some problems,such as lack of sound implementation mechanism,limited incentives for enterprises,inadequate social impacts and limited effects on some participating enterprises. For further promoting the campaign,the evaluation standards,evaluation procedures and services provided to participating enterprises must be improved.
