    我国就业结构性问题及对策研究

    摘要

    当前就业结构性矛盾集中表现为“高供给下的招工难”与“高需求下的就业难”同时并存,并在产业、城乡、区域、群体、素质以及劳动力内部等多个维度和层面表现出来。劳动力市场供求不匹配、转型期经济社会阶段性特征、公共政策与服务不足以及社会观念滞后于实践发展等是造成就业结构性矛盾的主要影响因素。应对就业结构性矛盾,需要建立完善经济发展与就业增长联动机制,促进经济结构与就业结构协调;调整教育结构,加快培养大量高质量技能人才;推进城镇化和区域均衡发展,加快市民化进程;实施援助和开发并重的就业政策和公共服务;建立多方参与的促进就业与职业培训合作机制;实施提高就业质量的政策措施。

    Abstract

    The coexisting of “recruitment difficulty in high supply” and “employment difficulty in high demand” is the concentrated expression of employment structural contradictions. It also reflected in the relationships between urban and rural,different industries,regions,groups and labor internal marketers. The mismatching between supply and demand in labor market,the stage characteristic of the transformation period of economic society,the lack of public policy and service,the lagging between social concept and practice,are the main factors affecting the structural contradictions of the employment. In order to deal with the contradiction of employment structure,it is needed to establish and improve linkage mechanism of the economic development and employment growth,to promote the coordination between the economic structure and the employment structure;to adjust the education structure and speed up the training of a large number of high quality technical talents;to promote urbanization and regional balanced development and accelerate the process of urbanization;to provide the employment policy and public service aimed at aid and development of human resource;to establish multi-party participation mechanism of promoting employment and vocational training;to implement policy and measures to improve the quality of employment.
