化解产能过剩是当前我国经济转型升级、结构调整中的重要工作,能否解决好受影响人员就业问题是决定化解产能过剩成败的关键因素,而明确政府责任是化解产能过剩中做好职工就业各项工作的基础,是政府出台政策与提供服务的基础与出发点。在2014年对河北、江苏两省实地调研的基础上,本研究在2015年将调研范围扩大至全国更多省份,同时对重点省份河北省开展更加深入、细致和全面的调研。基于实地调研结果,本报告将深入探讨化解产能过剩中职工就业的政府与市场边界问题,详细分析现有政府行为、存在问题和成因,充分阐述政府责任的基本定位并提出政府切实履责的政策建议。
<<Decreasing oversupply productivity is one of the most important tasks in the process of economy transformation and upgrading and structure adjustment domestically. The key factor to determine the success of decreasing oversupply productivity or not is promoting employment which is based on the definition of government responsibility. Meanwhile government responsibility is also the base and starting point to promote policies and provide public services. Based on the survey in Hebei and Jiangsu province of 2014,this research expanded survey field to more domestic provinces and did deeper,more detailed and fuller investigation in Hebei province in the earlier 2015. This paper deeply discusses government and market boundary of employment in the process of decreasing oversupply productivity,particularly analyses the situation,existing problems and causing factors of government behavior,fully demonstrates the basic position of government responsibility and puts forward the policy recommendations on pushing governments to perform duty properly.
