本文从就业、社会保障、劳动关系和企业工资分配四个方面回顾了我国2014年劳动保障事业的发展状况。2014年,我国就业总量略有增加,就业结构得到优化,就业局势总体稳定,市场在配置劳动力资源中发挥决定性作用的制度环境进一步改善,职业能力建设取得新进展。社会保险覆盖面、社会保险基金规模和社会保障水平继续扩大和提高,社会保险经办服务能力得到提升。劳动合同制度得到深入贯彻实施,集体协商和集体合同制度稳步推进,劳动争议处理体制机制和劳动保障监察效能进一步健全和提高。城镇就业人员以及农民工工资收入持续增长,大部分省份最低工资标准得到提高,央企负责人薪酬制度改革取得突破。劳动保障制度体系建设继续推进,为提高劳动保障事业发展的科学化和规范化水平提供了保障。本文还深入分析了当前尤其是经济“新常态”下劳动保障事业发展面临的形势、问题和挑战,阐释了今后一个时期的总体目标和主要任务,研究提出了进一步推进劳动保障事业发展的政策建议。
<<The development of labour and social security in China has been reviewed in this book from the following four aspects,i.e.,employment,social security,labour relations and corporate wage distribution in 2014. Last year,in terms of employment:The total employment has been slightly increased,employment structure been improved,the overall employment witnessed a stable performance,occupational capacity building obtained new progress. The institutional environment,which enables the market to play a determinant role in allocating labour resources,has been further improved. In terms of social security:The coverage of the social insurance system,social insurance funds size and social insurance benefit level has been increasingly extended and/or increased. Social insurance operating and service delivery capability improved. In terms of labour relations:Labour contract system has been implemented thoroughly. Collective bargaining and collective contract system has been steadily pushed forward. Labour dispute settlement mechanism and the effect & effectiveness of labour inspection has been further improved. In terms of wages and income distribution:wages for the urban workers and rural-to-urban migrant workers have been increased continuously. Minimum wage has been increased in a majority of provinces over China. Breakthrough has been made on the wage and compensation system reform for managers working with the state-owned key enterprises. In addition,labour and social security institutional development has been pushed forward as before,which has ensured the development of labour and social security undertaking in a scientific and well regulated way. In this book,in-depth analysis has also been made on the situation,problems and challenges faced by the Chinese labour and social security undertaking in the current context of economic new normal. And the overall objectives and main mission of the undertaking in the near future has been covered. Policy recommendations have been put forward on how to further facilitate the development of Chinese labour and social security undertaking on a research basis.
