As a populous and cultural province，Shandong is facing many challenges in both social governance and cultural governance. For the latter，how to enhance the ability to govern and to solve the outstanding issues in the development of culture could be particularly important. The cultural governance is also a test of the leadership competence of the government. In the innovation of modernization of cultural governance，Shandong Province has carried out active exploration in recent years. The main practices include：redefine the rights and responsibilities of government，highlight the role of market mechanism，give full play to the cultural autonomy of social forces，guide the development of the service culture through doing certain things and activate the cultural creativity of the whole society through not doing other things，and so on. <<
